I recently got a cockatiel from a friend who wanted to get rid of it. The bird is very friendly and loves people. My question is this: whenever I talk to it, she shakes her head from side to side at the sound of mine and others voice. Is this a common thing? or is something wrong?

Also, what would you recommend to be a "treat" that cockatiels especially like?

A cockatiels hearing is more sensitive than most people think it is. That's why it is always best to speak to him in a quiet, soothing tone. If he is shaking his head regardless of the low tones, you probably need to have him checked by a vet.

Millet has proven to be the best treat for our birds but they also go for unsweetened cereals. Remember that typically, cereals contain a high amount of salt so you don't want to give them a lot. Pieces of fresh fruit are excellent treats as well as nutritional.
