My pet cockatiel, Ace, recently flew out the kitchen door, circled the house twice and headed over the trees and into the neighborhood. After an hour I heard his call which sounded rather distressed and I searched the neighborhood for him. I never heard him again and am pretty upset at the loss. I live in central Wisconsin and am wondering if he has any chance of survival longer than a couple hours in our tree covered neighborhood. I'm afraid the blue jays have tore him to shreds within that first hour. Is there a chance he's still alive. Should I post notices at local stores and the post office? The house is pretty quiet without him.

Clipping wings appears to be cruel until you've experienced what you are now.
There is still a possibility he's alive and in the area, so yes, post notices, tell everyone in your neighborhood, notify pet shops, breeders, the Humane Society, and Animal Control. Spread the word to as many people as possible and cross your fingers.
If you are fortunate enough to recover your bird, have him vet checked and CLIP HIS WING FEATHERS.
