My cockatiel often has his tail bobbing while he sits on my finger and while he's breathing. Is this normal or should I be worried? He also has been plucking out his own feathers on his chest. Is this normal? Also, my cockatiel sneezes and it's wet. Should I be worried?

The wet sneezing, tail bobbing and plucking are not normal. These are all signs that your cockatiel is in some sort of distress, very likely respiratory in nature. It is VERY important for you to get your bird to an avian vet soon.
