I am a new cockatiel owner. I need information on taming
my bird. He is very frightened right now. Today he ate
some millet as I held it between my two fingers. But if
I put my finger in the cage or hand, he does not like it?
Suggestions please!

You don't mention how old your new companion is or how long you've had him.
Some birds, just like people, need to have time to adjust to their new surroundings. It could take days or weeks, it varies with the bird.
The younger the bird, the quicker it seems to adjust. Be patient, speak to him in a calm assuring manner, offer him treats by hand and if his wings aren't clipped, they need to be. After the cockatiel feels you are not a threat to him, you'll earn his trust.
