My daughter recently had a cockatiel given to her that had no feathers on its head and the wings were cut; but whoever cut the wings cut them too short and every time it flaps it wings it starts to bleed. Is this something that will heal? It has been like this for four months.

If your cockatiel's having bleeding problems, you need to take it to a vet to have those feathers that were cut too short removed. It is possible for it to bleed to death, if left unattended. The feathers should grow in when your 'tiel goes through it's next molt.
